You have to do a lot of research, and spend time looking for schools that offer this. You also have to be an exceptional student, with a lot of talent, or potential. You can use the internet, and check through each states universities, and read through their summary pages, to see if they have full scholarships. One example is a university called "The Cooper Union". There are other schools that are kind of "free", but sometimes they have some religious requirement (you have to convert). IT reallly is a matter of investing time on the internet, looking for schools that do this.

Berea College in Berea, Kentucky has a full tuition scholarship for every accepted student, no lie, but you have to have good scores and grades and do several essays for the application.
